In February of 2023, members of the Niagara Regional Police Service’s (NRPS) Internet Child Exploitation (ICE) Unit commenced an investigation into the sexual exploitation of children.
The investigation by detectives from the NRPS ICE Unit and the Technological Crimes Unit led to a resident of Niagara Falls. As a result of the investigation, on February 14th, 2023, 43-year-old Jeremiah (Jerry) Ivan Neil HOLDER of Niagara Falls, was arrested and charged with the following:
Luring a child under the age of 16 Sec. 172.1(1)(b) CC Making Sexually Explicit Material available to a child under the age of 16 Sec. 171.1(1)(b) CC Exposure to a child under the age of 16 Sec. 173(2) CC Make Child Pornography (written) Sec. 163.1(2) CC Making Child Pornography Available Sec. 163.1(3) CC
HOLDER has been held in custody pending a bail hearing which will take place on Tuesday, February 14th, 2023, at the Robert S.K. Welch Courthouse, located at 59 Church Street, St. Catharines, Ontario.

The Niagara Regional Police Service is a member of the Provincial Strategy to Protect Children from Sexual Abuse and Exploitation on the Internet and conducts investigations into Internet Child Exploitation Offences in partnership with numerous Ontario Police Services. This investigative initiative has been made possible by a grant from the Ministry of the Solicitor General.
