April 10, 2023, approximately 8pm, 1 District (St. Catharines / Thorold) uniform officers from the Niagara Regional Police Service (NRPS) responded to an assist ambulance call in the City of St. Catharines.
Officers arrived on scene to a multi-unit housing complex on Louth Street near Valley Road. Niagara Emergency Medical Services paramedics treated a male (34 yrs.) patient who was found to be in critical condition. The male victim despite resuscitative efforts was pronounced deceased at the scene.
As a result of the initial investigation two males were arrested at the scene.
Ryan Johan Orland LOGTENBERG (42 yrs.) of St Catharines has been charged with the Criminal Code offences of:
Manslaughter Fail to Comply with Release Order
Shawn Robert Dearl MONTGOMERY (45 yrs.) of no fixed address has been charged with the Criminal Code offences of:
Manslaughter Fail to Comply with Release Order
LOGTENBERG and MONTGOMERY were both held in custody to attend a video bail hearing on April 11, 2023, at the Robert S. K. Welch Courthouse in St. Catharines.
This remains an ongoing investigation. Detectives from the NRPS Homicide Unit have been assigned to the investigation. They are being assisted by detectives from the Forensics Services Unit and the 1 District detective office. Detectives do not have reason to believe that there is an ongoing threat to public safety stemming from this incident.
