5 Vehicle Collision in Welland Leads to an Impaired Arrest

On Saturday June 26th, 2021, at approximately 4:30pm, 3 District (Welland) uniform officers attended the area of Prince Charles Drive and Thorold Road, in the City of Welland in regards to an allegedly impaired driver.

Investigation revealed that a 38 year old male was operating a red Ford F100 pick up truck southbound on Prince Charles Drive near Thorold Road, with a 38 year old female passenger.

Subsequently a 35 year old male was operating a red Hyandai, a 57 year old male was operating a Chevrolet pick-up truck, a 47 year old female was operating a silver Jeep Cherokee, and a 61 year old female was operating a black Toyata Rav4. All 4 vehicles were stopped at the intersection for a red light, when the 41 year old male operating the pick-up truck continued to drive south causing the truck to collide with the rear of the red Hyandai and Chevrolet Pickup truck simultaneously. This caused the two vehicles that were struck to hit the Silver Jeep Cherokee and Black Toyata Rav4.

As a result of the incident, 4 people sustained minor injuries.

The 41 year old driver was transported to a local hospital with non-life threatening injuries.

The 41 year old male, Billy-Joe Knarr, of St. Catharines, was arrested and charged with the following offences of:

Impaired Operation/Conveyance/Drugs. Owner Operate Motor Vehicle on Highway – No Insurance

Knarr was released on a Form 9 – Appearance Notice with a future court date.
