On June 21st, 2023, at 6:56pm Niagara Regional Police Service (NRPS) detectives assigned to the 2 District (Niagara Falls / Niagara-on-the-Lake) Street Crime Unit, observed a black 2015 Lexus IS occupied by a known prohibited driver in the area of Lundy’s Lane and Kalar Road, in the City of Niagara Falls.
With the assistance of uniform patrol officers, a traffic stop was conducted. Despite an obvious attempt by the driver to climb into the rear seat of the vehicle as officers approached, he was arrested for driving while prohibited, contrary to the Criminal Code of Canada.
Search incident to arrest revealed 128.9 grams of suspected cocaine inside the vehicle, prompting the arrest of two additional occupants. In addition to the recovery of the suspected cocaine estimated to be worth $12,890 officers also recovered $8000 of Canadian currency believed to have been acquired through the proceeds of crime.
Jordan Timothy DOWNEY (29 years) of Niagara Falls who was the driver of the vehicle has been arrested and charged with the following criminal offences:
• Operation of a Motor Vehicle While Prohibited
• Possession of Cocaine for the Purpose of Trafficking
• Possession of Proceeds of Property Obtained by Crime Under $5000
Quintin Joseph THOMAS (29 years) of Niagara Falls has been arrested and charged with the following criminal offences:
• Fail to Comply with Release Order
• Possession of Cocaine for the Purpose of Trafficking
• Possession of Proceeds of Property Obtained by Crime Under $5000
Matthew Darren Dudley GOODMAN (25 years) of St. Catharines has been arrested and charged with the following criminal offences:
• Possession of Cocaine for the Purpose of Trafficking
• Possession of Proceeds of Property Obtained by Crime Under $5000
DOWNEY, THOMAS, and GOODMAN all remain in police custody and will attend a bail hearing later today (June 22nd, 2023) via video link to the Robert S.K. Welch Courthouse, located at 59 Church Street in the City of St. Catharines.
