On September 8th, 2023, at 10:16pm 2 District (Niagara Falls / Niagara on the Lake) uniform officers from the Niagara Regional Police Service (NRPS) were dispatched to a serious collision in Niagara Falls.
Emergency services personnel attended the scene at Thorold Stone Road and the QEW west bound off ramp. Officers found a two-vehicle collision in the intersection. A black BMW (six occupants) was observed flipped over, with severe damage to the entire vehicle. A grey Toyota Rav4 (one occupant) was observed in the middle of the intersection facing west bound, with severe front-end damage.
All seven parties involved in the collision were treated by Niagara Emergency Medical Services paramedics and personnel from the Niagara Falls Fire Service. They were transported to local and out of town hospitals. Two of the occupants were believed to have suffered life threatening injuries, however, those injuries were later down graded to life altering injuries.
The initial investigation determined the black BMW failed to stop at a red light and entered the intersection where the collision occurred. The occupants of the BMW were not cooperative with the officers on scene in order to determine the identity of the driver.
The investigation was assigned to the 2 District detective office. As a result of the investigation a suspect was identified. On October 10th, 2023, detectives arrested and charged Jacob Hill (18 yrs.) of Niagara Falls with the offences of:
Dangerous Operation of a Motor Vehicle Causing Bodily Harm (4 Counts) – CC Careless Driving – HTA Driving Without Insurance – CAIA
Hill was held in custody for a video bail hearing to the Robert S. K. Welch Courthouse in St. Catharines on October 10, 2023. He was released from custody with a future court date of November 7, 2023.
