Detectives from the 1 District detective office of the Niagara Regional Police Service (NRPS) have continued their investigation into reports that patients were surreptitiously video-recorded inside a physical wellness and rehabilitation facility in St. Catharines while in stages of undress.
On March 17, 2025, Nicholas Edward Jackson, 29, of St. Catharines, was arrested and charged in relation to the investigation (see original media release link below). Jackson had been working as an independent contractor at the facility, serving as both a personal trainer and manual osteopath at the time of the alleged offences.
A further examination of Jackson’s seized electronic devices has led to the discovery of an additional 24 victims. On May 21, 2025, Jackson was re-arrested and charged with the following additional criminal offences:
Making child pornography Possession of child pornography Voyeurism (24 counts)
Jackson was held in custody for a video bail hearing at the Robert S.K. Welch Courthouse in St. Catharines on May 22, 2025.
The investigation remains ongoing. Following a review of the electronic evidence, and with the full co-operation of the facility’s staff, detectives have been able to identify and contact the affected victims. Patients of the facility who have not been contacted by detectives are not considered victims.
