In March of 2025 uniform members of the Niagara Regional Police Service (NRPS) assigned to 8 District (Grimsby/Lincoln/West Lincoln) responded to a residential address in the area of Concession Road 2 and Caistorville Road in West Lincoln for a property damage call.
Since that time, members of 8 District have attended the same residence on four additional occasions for incidents involving spray-painted messages, theft of mail, and property damage valued at more than $100,000.
As a result, an investigation was launched by detectives assigned to the 8 District Criminal Investigations Branch (CIB).
On Thursday, September 4, 2025, detectives identified, located, and arrested Mark KUSHNER, a 65-year-old resident of West Lincoln, charging him with the following criminal offences:
Break and Enter to Commit an Indictable Offence Mischief Over $5000 Theft from Mail Mischief Under $5000 Criminal Harassment
KUSHNER remains in custody and is scheduled to attend a bail hearing Friday, September 5, 2025, via video link to the Robert S.K. Welch Courthouse, located at 59 Church Street in St. Catharines.
Detectives believe this arrest may be connected to a recent mischief incident in which the suspect male and the involved vehicle, a blue motorcycle, have not yet been identified. CLICK HERE for the related media release. Detectives do not believe KUSHNER is the male suspect.
The recent incident is believed to have occurred at approximately 11:00 p.m. on August 26, 2025. Detectives are asking community members to review dashcam, cell phone, or other surveillance footage recorded between 10:30 p.m. and 11:15 p.m. in the area, as it may have captured the suspect or motorcycle involved.
