In May 2025, the Niagara Regional Police Service’s 1 District (St. Catharines/Thorold) Street Crime Unit began an investigation into drug trafficking in the cities of St. Catharines and Thorold. As a result of the investigation, judicial authorization was granted to search a residence in Thorold as well as an Acura sedan.
On May 27, 2025, officers executed the search warrant at an address on Keefer Road in Thorold. The search resulted in the seizure of the following:
1,001.1 grams of suspected cocaine, with an estimated street value of $100,000 407.9 grams of suspected fentanyl and carfentanil, with an estimated street value of $45,000 138 pills totalling 80.6 grams of suspected oxycodone, with an estimated street value of $700 Approximately $40,000 in Canadian currency (proceeds exam pending) Three high-end watches (Rolex, Cartier and Audemars Piguet) and four diamond chains, with an estimated value of more than $100,000 Digital scales Packaging materials A loaded Palmetto 9mm handgun A loaded Glock 9mm handgun, with a round in the chamber Additional ammunition
As a result of the investigation, Liiban Noor, 30, of Thorold, was arrested and charged with the following offences:
Two counts of possession of property obtained by crime over $5,000 – s. 355(a) Criminal Code Two counts of possession of a weapon – s. 88(1) Criminal Code Two counts of possession of a firearm without holding a licence – s. 91(1) Criminal Code Two counts of possession of a restricted or prohibited firearm without knowingly holding a licence – s. 92(1) Criminal Code Two counts of possession of prohibited ammunition obtained by crime – s. 96(1) Criminal Code Possession of a loaded firearm – s. 95(1) Criminal Code Two counts of careless storage of a firearm – s. 86(1) Criminal Code Possession of property obtained by crime under $5,000 – s. 355(b) Criminal Code Two counts of possession of a Schedule I substance for the purpose of trafficking (fentanyl) – s. 5(2), Controlled Drugs and Substances Act Possession of a Schedule I substance for the purpose of trafficking (cocaine) – s. 5(2), Controlled Drugs and Substances Act Possession of a Schedule I substance for the purpose of trafficking (oxycodone) – s. 5(2), Controlled Drugs and Substances Act
Noor was held for a bail hearing at the Robert S.K. Welch Courthouse in St. Catharines on May 28, 2025.
