Arrest Made by O.P.P. (Stormont) in Thorold Auto Theft Investigation

The Niagara Regional Police Services (NRPS) 3 District Street Crime Unit (Welland/Pelham) have laid charges in relation to an Auto Theft investigation.

On Sunday, October 5, 2025, a resident of Thorold had reported that their 2023 Toyota Tundra had been stolen from their residence.  Information was that two suspects were involved in the theft.

While NRPS officers were investigating that report, alert officers with the Ontario Provincial Police (O.P.P.) – Stormont/Dundas/Glengarry Detachment observed a Toyota Tundra, with a smashed out rear window, being driven in their area.  O.P.P. officers conducted a traffic stop and confirmed with NRPS that the Tundra was in fact stolen.

The driver, a 26-year-old male from Quebec, was arrested and returned to Niagara.  No other occupants were in the stolen vehicle at that time.

William CARDINAL is charged with Possession of Property Obtained by Crime Over $5000 and Breach of Probation.

CARDINAL was held for a bail hearing which took place on Monday, October 6, 2025, at the Robert S.K. Welch Courthouse, located at 59 Church Street in St. Catharines.

Detectives can not confirm whether CARDINAL is the same person that was pictured in a photo released by NRPS earlier in the week.  That photo depicted a suspect that was captured on security video regarding a Pelham area auto theft.  Detectives are asking anyone who may recognize the person in the photo to contact them at 905-688-4111, option 3, extension 1023300.

A description of the second suspect in the Thorold incident is currently not available.  Detectives are working through evidence to identify the second suspect.
